Everyone is looking for ways to save some money these days. The economy is in the tank and the more you have to spend for essentials (like electricity and water), the less you have to spend on the things that really matter to you. When you add these needs to the desire to have nice appliances and do good for the earth, a lot of people feel like they’re forcing their budgets to burst at the seams.
The new Power Saver program from the FHA is a pilot project designed to provide two great benefits. It will offer the financing necessary to implement energy saving improvements for homes in the U.S. And it will also provide the mortgage insurance on the loans that homeowners need to become more energy efficient.
Property-Assessed Clean Energy (PACE) financing effectively allows property owners to borrow money, without a credit check, to pay for energy efficiency improvements. The amount borrowed is typically repaid via a special assessment on the property over a predetermined number of years. California's Assembly Bill 811 has authorized local governments to establish such programs. California counties currently offering PACE financing include: Berkeley, Palm Desert and Sonoma County. Other counties in the process of launching a PACE type program are: San Diego, Los Angeles, Riverside and Ventura.
HUD offers a solution that allows home buyers to finance the cost of remodeling or improvements. Below is a list of eligible allocations of the program funds. Bear in mind, many of these improvements require an energy assessment before and after the construction. This is actually a good thing because the quality of installation is verified and reported to you as well as the lender. Also, you will be able to see how these investments will lower your monthly costs.
The House of Representatives has passed H.R. 5019, the Home Star Energy Retrofit Act of 2010. If this legislation passes the Senate, it will incentivize home energy retrofits and will directly address the need for jobs by increasing employment in construction and related sectors.
Home Star is a short-term program to create jobs, save energy and lower families' energy bills.

FHA's Energy Efficient Mortgage program (EEM) helps home buyers or homeowners save money on utility bills by enabling them to finance the cost of adding energy-efficient features to new or existing housing as part of their FHA-insured home purchase or refinancing mortgage. EEMs recognize that reduced utility expenses can permit a homeowner to pay a higher mortgage to cover the cost of the energy improvements on top of the approved mortgage.
